At a university (ülikool), higher education is acquired at three levels – bachelor-level studies (bakalaureuseõpe), master-level  studies (magistriõpe) and doctoral-level studies (doktoriõpe) are carried out in various fields of study. In an educational institution, which is part of structure of a university, higher education may be acquired by following a professional higher curriculum of one level.

At an institution of professional higher education (rakenduskõrgkool), higher education is acquired following a professional higher curriculum of one level, and starting from year 2003, also master-level studies and studies according to secondary vocational education curricula conducted on the basis of secondary education may be undertaken.

Vocational schools (kutseõppeasutus) that offer studies according to the secondary vocational curricula on the basis of secondary education may also offer professional higher curricula.
