The general principles of legislation are determined in the Universities Act and in the Institutions of Professional Higher Education Act. The Vocational Educational Institutions Act, the Private Schools Act and the Adult Education Act also regulate some aspects of higher education.

The Education Act determines higher education as third level education and determines the types of higher education institutions (institutions of professional higher education, universities and both as in-service training centres). The conditions and procedures for study loans are also included.

The Universities Act determines the procedures for establishment, merging, division and termination a university; the principles of operation, the principles of financing, the limits of autonomy; the principles of management, organisation of studies; the legal status of assets of university; the basic rights and obligations of teaching staff and students, and the state supervision over the legality of activities of universities. The law also defines the main terms related to higher education.

The Institutions of Professional Higher Education Act determines the procedures for establishment, merging, division and termination an institution of professional higher education, including an institution of professional higher education for public defence and an institution of professional higher education for national defence, the principles of operation, the principles of financing, the limits of autonomy, the principles of management, organisation of studies, the basic rights and obligations of teaching staff and students, and the state supervision over the legality of activities of the institution of professional higher education.

The Standard of Higher Education establishes general requirements to higher education. The Standard of Higher Education also regulates the issuing of education licenses and the accrediting of the curricula of higher education institutions. The Standard of Higher Education applies to all levels of higher education, regardless of the legal status of the institution. In case of teacher training, the provisions of The Standard of Higher Education are applied taking account of the specifications, prescribed in the Framework requirements for teachers' training.

Standard of Higher Education established by a regulation of the Government of the Republic is the set of uniform requirements for study at higher education level and which set out broad groups of studies and fields of study, the objectives and total volume of study, general and specific requirements for curricula, including the requirements for studies and final papers or final examinations, and general and specific requirements for educational institutions concerning their teaching staff, including requirements for the research, pedagogical and professional qualifications of the members of the teaching staff who provide instruction according to a curriculum.
